Ukraine offers neutrality in exchange for NATO type security for the State

At a meet in Turkey with world leaders, Ukraine offers neutral status in exchange for international security from the Western leaders, even better or equivalent to NATO, no plans to join NATO anytime in the near future.

Ukraine asks for legally binding contract with the western leaders for security. The proposal also includes a 15-year consultation period for the annexed Crimea and would only come into force after a complete ceasefire between Russia and Ukraine.

Ukrainian negotiators mentioned in their proposal that they will not host foreign military or their strategic bases but have security guaranteed, similar to ‘Article 5’ of the NATO agreement, which requires its members to come to the aid of other members in case of an attack. Israel, Turkey, Poland and Canada could be the security guarantors. 

Negotiator Oleksander Chaly mentioned if they are able to manage the key provisions in the proposal, then Ukraine will be able to fix its current situation as a non-bloc, non-nuclear State in the form of permanent neutrality.

 Kyiv also insisted the guarantors to pledge to aid the country’s EU membership.

Neutrality status would possibly help the country to be at peace, just like Switzerland, which will bar Ukraine to interfere in any military conflicts of other States.

U.S. Secretary of State, Antony Blinken, said he has yet not seen any “signs of real seriousness” from Russian leadership. U.S. President Joe Biden spoke on the phone with the leaders of Britain, Italy, France and Germany about the developments in Ukraine, after which, the office of British Prime Minister Boris Johnson stated that there will be no relaxation of western resolve until the horrors inflicted in Ukraine have ended.

Sergei Shoigu, Russia’s Defense Minister, said Russia had mostly completed the first phase of its attack, damaged Ukraine’s military capabilities, and would now focus on separatist-held territory in the southeast. Similar statements have been made by Moscow last week, suggesting that they have given up their goal to topple the Ukrainian government.
