Officers retiring from the intelligence and security services debarred from publishing material without consent.

The Central Civil Services (Pension) Rules,1972, have been revised to prohibit officials who have retired after serving in intelligence or other security-related organisations from publishing materials related to their former departments or other “sensitive information” after retirement without prior permission.

No Government servant who has served in any Intelligence or Security-related organisation mentioned in the Second Schedule of the Right to Information Act, 2005 (22 of2005), shall make any publication of any material relating to and including the domain of the organisation after retirement without first obtaining permission from the Head of the Organization. A gazette notice dated May 31 said, “containing any reference or information regarding any staff and his designation, as well as experience or knowledge acquired by virtue of working in that organisation.”

It prohibits retired officials from revealing “sensitive details” that “would jeopardise India’s sovereignty and independence, defence, strategic, science, or economic interests, or relationship with a foreign state, or lead to incitement of an offence.”

The notification said, “The Head of the Organization shall have the authority to determine if the proposed material for publication is sensitive or non-sensitive, and whether it falls within the domain of the organisation.”
